Is it normal to watch the news multiple times a day?

my friend has a few issues...one is he wont go near me if I have a cold...he wont touch his bare feet to the floor cause of germs, he watches every newscast when hes off during the day and its always the same old thing repeated, and he has to have the volume on an even number...OCD or not?
