Is it normal to want to say i love you first?

So I've been dating my guy for about 3 months. He is the best thing that happened to me. And we are very close and feel the same about each other. I have felt the urge to say I love you for a few weeks now, but I'm not sure. All my friends say not to say it first, but what if we are both waiting until the other one says it? I just don;t know what to do because I love him but I dont want to freak him out. Any advice would be greatly appreciated.

    Nothing wrong with saying it first. Why don't you test the waters with something along the lines of "you mean the world to me" first and then take it from there?

    Have you tried dropping him some hints? Like asking him what he wants to do in the future, and see if he has planned any agendas with you in it.
