Is it normal to throw away poo paper?

When i moved in with my roommate into an apartment i noticed something odd. He has been throwing away his ass-wiped poo paper in the trash instead of flushing it.

It smells really bad and we only have one toilet. So i brought it up and asked if he could start flushing it. He said ok. Well the next day i noticed he bought a small trash can with a lid that flips up when you step on the pedal. I opened it and there was more poo paper.

Is this normal and im just crazy?

Also we live in an apartment. My coworker said maybe he used to live somewhere with a septic tank. I asked where he used to live and he named off some apartment complexes.

    Is he from a different country? I have heard that it is normal in china and a couple of European countries.

    Very normal!!!! I guess it depends on how u were raised. All of my family and friends throw it to the trash.

    Throwing it in the trash prevents the toilet from clogging.

    nooooooo, that's really really gross, you NEED to let him know that you aren't comfortable with what he's doing with his used toilet paper. there's no reason it can't go down the toilet, it's so unsanitary. :P

    I was raised in a house with a septic syst and we flushed all of our used tp. This guy is just gross.

    Ive known some people with a really old septic tank to do that (dont have the $$ to fix their plumbing) but theres no excuse to do it just because. Its very unsanitary! Id just come out with it, and ask him WHY he does it.
