I think it's society, what we associate colors with, and what context it is placed in that express how we "feel". For example, 'blue' usually expresses a sad feeling, but it can also express a happy one when we use it to draw the sky or associate it with a smurf.
There is a color personality test I took once that was fairly accurate.
