Is it normal to think ballots should be weighted?

A series of simple and unambiguous questions, based purely on fact, would accompany the ballot. During counting, the quiz is marked, and that vote is weighted using the result (you get one mark for turning up). The better you show your understanding of the issues on the quiz, the more "votes" your vote counts as. It's important that these questions be ones with unambiguously correct answers to keep the system objective.

This way you're not disenfranchising anyone as their vote will count. It just means that people who understand what they're voting have a greater say as to what goes on. I'm sick to death of seeing knuckle dragging Neanderthals (who have voted the way their television told them to) have as much say as people who actually know what's going on (if I don't understand what the vote is on, I'll make sure I read up on it).

Point in question: The alternative vote refurendum in the UK. The number of people I heard saying they'd vote no for completely false reasons was ridiculous. Fine, if you don't agree. Just make sure you know the facts first.

There are a whole lot of very brilliant people that I actually know that don't vote, simply because their vote does not matter. The blind idiots will outnumber you and decide the course of every single election. A system like this would give those intelligent people a motivation to get out and feel like they actually matter.

There should probably be some sort of voting reform.

We have much better technology that would enable us to change the way we vote.

This is pretty funny in concept. I used to say we should use 1-900 numbers to vote. During the last presidential election here in the US one of the hot-button issues was healthcare. One large poll found that people were overwhelmingly against "government-run healthcare" but were very supportive of "a public option". They were the same thing which illustrates your point nicely. Sadly, politics is pandering to the lowest common denominator and there are WAY more stupid, lazy voters than smart ones.
