Is it normal to take this as a 'no'?

I recently asked this girl out. I used to know her 4 or 5 years ago (I just started junior year in highschool now). She was going out with my best friend and we hung out a few times. When they broke up we didn't talk anymore, and now she's in my history class. I didn't even know it was her for the first couple weeks, and when i first talked to her a couple days ago and reintroduced myself, she seemed interested and flirty. I made sure that it would be cool with my best friend if I asked her out, and he didn't mind at all. But when I did, she said 'I'll think about it.' What i took from that is that she's going to either A) try not to hurt my feelings and let me off easy, or B) really think about it and ask her friends if i'm cute/popular enough for her. which doesn't sound like she's very interested. Any helpful hints on how to handle this and if how I took it was correct? I feel it would be best to just wait a little and not bring it up. If she brings it up, no big deal; and if not, then that's cool too.

Well, give it some time before giving up. If she doesn't say anything within the next week, get in contact with her and ask her if she's made up her mind. If she still hasn't by then, you might as well move on. Of course if you really want this you shouldn't give up.

I say that all the time and never answer cuz its way easier than saying straight up "no" or "no thanks"

How old are you guys again? If in highschool then she is stringing you along. If you are older then she might be actually thinking about it.
