I liked a girl earler this year and she said she doesnt want to date anybody. I tried to get over her but ive came back and like her again. Is this normal?

Definitely normal. A broken heart isn't something that can be healed in a day. Give yourself some time and you'll eventually get over her.
Yes, you are in fact very healthy in a way because your feelings of rejection did not kill your feelings of attraction and affection....in other words you are mature enough to like somebody whether or not they like you...its unconditional love ...yourfeelings are your feelings...the only issue is if your somehow stuck or obsessed on her....

Liking someone is not dependent on whether they like you back, so utterly normal.

I am still crazy about a girl that I know locally, even though she is now dating my best friend. I would never act on it because I am too good of a person for that, but it still hurts when I see them together all lovey dovey and wish it could be me holding her. :(

Sure. I had such a crush on a total asshole in high-school who never gave anyone the time of day. Years later he was calling me all the time and wanted to hang out and whatnot. I gave it a whirl but realised it wasn't worth my time at that point.
It's normal, but try spending some time with other people in order to forget her. You don't want to dwell too much on old feelings. Sooner or later you'll regret it.
