Yes, it's normal. It's an ingrained habit from when apples were covered in dirt/rain/etc.. Not that it actually gets most chemicals or pesticides off, but apples these days are covered in wax. A very thin layer (micrometers), that comes off when you polish it on a rough cloth.

Wow this site is really going downhill. Wtf kinda question is this? Seriously? Wow dude...you're sooo weird, who has ever heard of polishing apples on one's shirt before eating them? Somebody call Bellevue and have this psycho admitted.
You have to soak and wash your fruit well with *water* to actually clean it of all residues effectively.
I suppose it's all right if you aren't close to a reliable water source, but whenever you get the chance, please wash it in hot water. Wiping it on your clothes won't get id of the chemicals.
I know a few people that do that when they're not in a place where they can wash it.
