If I wear pants, then I don't feel like a girl, and I guess I like to feel like a girl. So I wear skirts, dresses, and tights. Is this normal?
This is going to come off creepy, but its 1am so I don't really care. I really like seeing girls in skirts, its always pleasant and it just exudes femininity. Anyways, I've seen a couple of post like these before, so I think it's normal.
I think a women /girl that dresses feminine is much more attractive than a women that simply dresses to keep up with trends. European women have yet to follow the bare leg /jeans (sex in the city) trend thankfully .

Yes, it's normal. I'm the same way with pants, if I don't wear pants, I feel too feminine, and I don't like being feminine very much, only one of my friends makes me want to be feminine, and she's the only one I know who's much like you in this. She hates pants, but wears then sometimes.
If that is what you want to wear go for it. If I were a girl I would probably wear a lot of skirts, I like the look of them.
