Is it normal to not see glowing things

When I was a lil kid I had these glow in the dark stars on my ceiling I could see them glow but wen I look strait at it I can't see it. IIN

    I'm no scientist but I see glow in the dark things and stars in the night sky when not looked at directly, I think by focussing on something else, the glowing object seems brighter compared to that other object and then when you look at it, your eyes don't focus or can't pick up the lower light signature, just a guess lol
