Is it normal to not leave during a fire?

I was recently eating at a restaurant while on vacation. All of a sudden, the fire alarm went off and there was alot of smoke filling the room. So it was obvious it was not just a drill. Most of everyone came outside. But once the fire department came there were two more people escorted out. One guy was filling to go boxes with food from the buffet. Another guy was taking tips from the tables.

I dont think this is normal but my friend said I only think that because I didn't think of it first. So tell me, IIN?

    Hahahaha ok.

    The guy packing to-go boxes was doing one of two things:
    1. Stealing food
    2. Reacting poorly to a very stressful situation, wherein his mind did not tell him to run, but merely to finish his job (probably to ignore reality, which was hard for him to handle).

    The guy taking tips off of the tables was purely doing it to steal the money. He figured since no one was around, he could snatch all the money and run out before anyone noticed anything.
