Is it normal to not flush a public toilet after taking a dump?

I try to take dumps in a clean toilet, such as the one in my home or one at my workplace. However, sometimes nature calls while I am away from home and work and I end up having to use a public toilet. I have found that most public toilets, especially those at airports, gas stations, and shopping malls, are repulsive. It is bad enough that some dudes piss all over the seat, but every once in awhile I also am disgusted to find out that someone has taken a dump and then walked out without flushing the toilet.

This practice is nasty - I usually end up flushing the toilet several times to ensure that all of the shit germs go down the toilet. However, one time the toilet actually overflowed because some scum-ridden sicko had clogged the toilet with toilet paper. I could see that the toilet was about to overflow and then exited the stall just in time to avoid getting fecal water on my shoes or pants. Luckily, there was another available stall at the end of the row because I really had to go!

    I think some people think they flushed and don't watch it go down. Children might not flush either. Old people forget sometimes or don't see it I think. This lady at work had bathroom problems and there would always be shit all over the toilet. Maybe she was lazy IDK. I think some people just don't give a shit and are too lazy as well.
