I would actually say it depends on the realtionship. Cheating is in the eye of the beholder. Some people wouldn't mind watching their girlfriend have sex with someone else(turn on etc..), hence it's not really cheating. But you know, if she says she doesn't like that and you keep doing it, it could seem that way to her, making it cheating, really depends. If she doesn't care, then I'd say no

it's only cheating if it's interactive - i.e. the person "in your head" is an active, live, participant

I think it's normal since you said you guys aren't having sex. It's a little abnormal if you guys are sexual, or you prefer masterbation over sex
