TLDR: It's not abnormal.

I don't see anything wrong or weird about this. It's very common to fantasise about previous partners when masturbating, and the only difference here is that you're using photos so you don't need to just visualise.

My first wife was an immature, selfish, lazy, mentally unstable, a liar and generally just not very nice person. I'm in my sixties now, so I've had plenty of opportunities to screw up, but when I look back on my life I'm certain that marrying her when I was twenty was the stupidest thing I've ever done. Life with her was constant drama, she got pregnant by another guy within a few months of us getting married, told me the kid was mine, and fucked me over royally when we divorced. She wasn't hot by anyone's definition, and sex with her was pretty meh. And yet I fantasised about her when masturbating for decades after we split.

You say the woman gave you the photos and she even knows that you use the pictures when you're masturbating. As far as I'm concerned, that eliminates a large amount of potential weirdness. If you want to think about in terms of consent, she's given you that.

The girlfriends you've had since would have had good cause to be a little annoyed at the minimum if they found out you were masturbating to pics of an ex while you were with them, but you say that hasn't happened. And you'd have good cause to be concerned about yourself if you were so obsessively interested in your long-gone ex's butt that you hadn't been able to move on and her pics were the only thing you masturbated to, but neither of those things are true either.

    If a relationship isn't totally toxic right from the start, there will be at least a few positive things to remember. The passage of time allows us to get over the unpleasant reality and come to terms with the hurt, anger and disappointment we felt while we were in the relationship, so it becomes possible to detach some of those positive things from all the negative emotions. This is why so many people fall into the trap of trying again with an ex.
    
    I went through that cycle three times with my first wife because I was young and even dumber than I am now. But after the final split, I finally accepted reality and there was no way I wanted to get back together with her. I remember loads of negative stuff about her, but there were a couple of sexual encounters that still have an erotic charge for me.
    
    And the same applies to all my other exes: intellectually, I know we broke up for good reasons, but memories of the physical side of the relationships are still good wank-fodder.

    It's not clear if you still have those pictures. If you do, it would be wise to get rid of them.
    
    The laws about sexually explicit pictures and videos of minors vary from place to place and I recall reading how some of them are totally illogical. I'm not sure where you live, but in the UK it's illegal for minors to take an explicit photo or video of themselves or someone else, share those pictures (even with someone who's also a minor), or download or store those pictures.
    
    It would be very foolish for someone who's an adult to hold on to nudes of a minor, no matter who they are or how they came to have them.
