Is it normal to leave poems for strangers/give poems to them ?

Is it normal to write down light poems, for example at the back of a bar tab, destined for the waiter/waitress? Or to simple give a folded note to a stranger, intended as a gift, saying simply you want them to have it, then leaving ? I do this without leaving any coordinates on the note, and never pressure the person into doing anything in particular.

The poems are usually simple, not too descriptive, not heavily based on the appearence of the person, but rather on the situation and on what that stranger's presence makes me feel. Is this harassement, or can it be a compliment ?

Please also note that english is not my native language and that the poems are written in french.
