I'm a female and I love walking in my neighborhood(s) or when I'm camping at night hoping to catch people having sex. I don't go up to windows, but I do watch into them!

    No. You're not a creepy-pervert or even a peeping tom. The peeping-tom makes GREAT effort to invade privacy to SPY on people.
    What you're doing, having the urn for coming across it, naturally, is no harm done. As long as you're not stalking, invading privacy/or trespassing, it is normal.
    You just have a voyeur-style-fantasy. Something that would help and rationalize (give you a means to indulge) is looking up voyeur-style porn, if it's a very sexual fantasy.. Finding a person to possibly leave blinds open (you might want subconsciously WANT to be the person doing this) while you have sex might satisfy the urge. Unless you have no arousal whatsoever by this and just want to catch people in a compromising act for no apparent reason. Either way, it's not abnormal and you're fantasy is perfectly fine :)
