Electricity. If you listen to metal this seems to happen. I think it happens to those same people who hear the undercurrents in songs. Example: Bass under loud guitar.
I'm not exactly sure why, but you probably can sneak up behind people without even trying. I can.
Do you listen to a lot of loud music? or are you working in a loud environment?

I hear it to and I don't think it's tinnitus because if it was my doctor would have told me
Ive heard theories about the sounds of the earths magnetic field, usually said to be a slight hum. Some say to hear it (Myself included), but others cant. That's why I always make sure to have a fan or a radio on.
I can hear the high pitch sound of the TV. And like said above me, there's never complete silence, unless you locked yourself in a soundproof cage that was completley sealed up.
there is never complete silence. Probably what you hear is just more sounds of things, just things that are usually covered up by louder sounds.

I'll be at school or something and I start flinching really bad. Because that noise gives me the really bad chills.
It's called tinitus. It's a result of the weakening of your ear drum from constant exposure to loud noises. Common in construction workers, fireifighters, soldiers, etc.
I hear that too and it is soooo annoying! I panic and think I'm gonna explode or pass out of something!
Tinnitus. Totally benign.
See a doctor though, in case you have an inner-ear infection.
