Is it normal to have white dots on the penis? and what are those dots?

Hi everyone, lately i've noticed some sort of small bubbles/dots on my penis, just where the skin attachment ends...
There is not much to write about it, but still i do not have any clue about what it is and i would love to know if any of you knew what it was

    Since we can't see the dots, it's all speculation on our part.

    My guess would be either:
    - Pearly Penile Papules: tiny harmless spots running around the bottom of the penis head. They look like this...

    or

    - Fordyce's spots (if it's on the skin covering the penis, rather than the head of the penis) which are a common and natural result of sebaceous glands on the penis.

    However, there are many other possibilities. If you are uncertain, and neither of my suggestions match the white dots you've described, I suggest seeing a doctor. This article has further information on other types of spots that can be found on the penis:
