No, it's a way for mediocre or lesser people to feel they have power since they can't get anywhere on actual merits, since they have none.
Yes, other people do this. Some of them will change their ways when they're forced to recognise that other people aren't all total idiots, that enlightenment possibly arriving in the middle of a violent confrontation with one of their victims. Sometimes people recognise that only people who are pretty fucked up in their own way want to be friends with a manipulative person.
