    It can be normal. I have heard of several conditions that can cause penile bumps. Look up "penile papules" which are kinda gross looking so be prepared. However, just know that there are sexually transmitted diseases that can cause bumps too so get it checked out and don't be embarrassed. Doctors have seen it all and don't give a shit as long as you've got insurance.
