Is it normal to have sagging skin at 20?

I'll start out by saying I'm not obese, just a little overweight (most of the fat is in my thighs and butt) but I have sagging/loose skin around my neck and under my jaw. It's not a double chin though. I even had it when I used to be skinny. I'm only 20 and it's so annoying and makes me not want to look in the mirror at times. I started to notice it when I was about 14/15. I was just wondering if this was normal or not?
And please, no mean comments.

    Depends how excessive it is. If i were you I'd read up how to naturally tone your skin and help it regain some elacisity. You may be lacking something in your diet..

    Yes, it's normal! Assuming it's not excessive, I think a while after we stop growing the skin isn't as firm as it was when we were growing. :)

    Maybe you should get it checked out at a dermatologist. Working out helps tighten everything up

    Plastic surgery is the best option if you have enough money.

    We all have flaws you know. I rarely wear shorts because I have a long scar on my thigh which looks as if I had been stabbed. For years I was scared that people would see only that if I wear mini skirts or shorts but now I have learned to simply live with it.

    I still like trousers better.

        They can have numerous of unhealthy effects on the human body. If you can, try to cut them out of your diet and eat Organics.
