I have guidelines for when and why people can call me. If it's an emergency they must either need my direct help immediately or be near death. They're not allowed to call if they're badly hurt but going to live. If they're going to live through it then they can wait to call during my business hours unless I am taking a nap.
I used to require my friends to only call me during certain hours (it had nothing to do with "peak" minutes or any of that). They could call about whatever, whenever, but I wouldn't always pick up because I was at work or busy, and if they called after 10:30 PM it was only allowed if it were an emergency, or if they were family, or friends who had known me at least ten years (and those two categories of people knew to have a solid reason for calling besides chit-chat at that hour). But that's because I had a serious stick up my butt (figuratively) when I was younger. In college I had a roommate who turned the ringer off of the dorm phone all the roommates shared because she couldn't stand the sound of the phone ringing. Back then I thought she was super eccentric for that, but now I can relate. However, she also had an even more sticky stick up her butt (figuratively). So much so that I believe if she literally had a stick up there, she could have snapped it like a twig by frowning. Maybe a different kind of stick would have made her slightly more chill.

In a slight way, I can understand this. But, I never like to answer the phone because I have a phobia of talking on the phone. I much rather communicate by other means... Why don't you give them other means to communicate with you with? Options that come off as being less extreme.
Dunno why you even bother having a phone then tbh..
You're basically saying: unless you're dying, leave me the hell alone.
Doubt anyone would call you anyways, even without the rules, seeing as you're obviously such a social person and all
