Is it normal to have no idea what to do when someone says they like me

When a guy says he like me, or askes to be my borfriend (which definately is rare), I have no idea what to do. Or what I'm supposed to do.
And if I say yes (which I've done once or twice), I don't know what to do then.
And I hate it when someone says 'i love you' (also rarely happens). I don't love anyone of anything, and I feel so false and awkward that it's hard to say it, even though its such an empty phraise.
Am I supposed to turn them down if i don't have a crush or something on them? And if I did, what would I do then.
Am I just weird or something?

    Love doesn't just happen overnight. It takes time to build a fondness for another person. Thus, u should never use the love word unless u mean it! Not just because you want to please the other person. And don't worry about not liking someone. We all move in different rythmes. You'll see that your time will come, with the right person.

    Also, I wouldnt say I love you to someone else if it felt false.
