Uh no. Not acne. I know what you're talking about my sister has them. Do you think shes lactose intolerant?
Do you drink a lot of milk? Milk always gave me bumps on my face and it's been linked to acne as well, now I drink almond milk and they're gone.
I have them too I think it's called Milia, I have them on the back of my arms too... Exfoliation(rough scrub) helps to smooth them out

When did you notice them? Have they been there forever? Are you about to pass through puberty and whiskers are coming?
For what its worth, they are likely not very important or cause for alarm, unless they become more noticeable or do start to become itchy or sensitive.
