There is this one man at my work who will stare at me the whole time I am there. When I walk by, from the corner of my eye I see him stare, and he won't stop until I leave, or if he talks with his friends. The problem is, he constantly flirts with this one gorgeous girl. Did I mention we never talk to eachother?

This guy sounds creepy. Or maybe its the way you are describing it. If a guy just kept staring at me non-stop showing no other emotion then I would find that friggin weird!
I don't think it's creepy at all. I know of a lot of guys at my work who I've seen doing the same thing, but then I sometimes think that maybe they're not interested in me, and they're just looking at me because they noticed I'm looking at them. Either way, it's not creepy.
People hit on people everyday. It doesn't always mean that he's gonna make a move. He coule be just innocently looking.
People sometimes stare at people they're curious about. Maybe he's interested.
Maybe he likes you too. Most men will flirt with what they think they can get.
Sometimes, the work life is just so boring that seeing a new face (aside from the usual) is welcome. :)
If I were you I'd go up and give him a black eye. That would stop him staring for a while.
Talk to him, or mention it to your manager or HR. Whether threatening or not, you're uncomfortable, and this counts as harassment and must stop.
