I think you're referring to the frenulum (frenular delta). It's a band of tissue, just like the one inside your top lip, that acts as a kind of pivot point for the skin so it can't be retracted down too far. Some people are born without a frenulum and the skin can slide freely all the way down. In a normal male, the foreskin retracts down behind the glans. In an erect penis, the foreskin usually retracts about 1 cm below the corona of the glans, while, with some guys, the skin doesn't retract much at all and the glans might still be covered when erect, but that's rare.
