Is it normal to have blisters after wearing brand new shoes?

I just bought new peep toe sandles and my toe fingers are covered in blisters after wearing them only for 1 hour,,, is it normal????

    If you wear socks that are too tight or too loose, they can rub and cause blisters. I learned that after going on a lot of hikes.
