Is it normal to have, and shave hair on my scrotum?

I'm pretty self-conscious about the hair on my scrotum, especially because it's so difficult to get rid of. The skin is so delicate there that it's not really able to be shaved, so i take small scissors that are in my cabinet, kinda like the ones that you'd use to cut a small child's nails, and i cut it that way. I really don't like the hair there. It's not like pubic hair, where i can shave that off in a matter of five minutes. This hair I find difficult to get rid of. I'm a virgin, and if a girl were to go down on me, I'd be embarrassed if she were to see it. It's not a monstrous amount of hair, like I look like Chewbacca, It's a fair amount, and I really don't like it. Is this normal or am I overreacting? Also leave comments on any other more effective ways I could remove it. Thanks.
