Is it normal to have a scar?

It runs most of the length on the shaft of my penis. I always figured it was from circumcision, but recent conversations have revealed not everyone has this. Does anyone else have a scar like this?

    might not be a scar but a vein
    either way does it feel like it slithers around you? like a snake?
