Yes, they could have melanoma or something. My cousin had a lot of moles growing up to the point where they were surgically removed - all good now! I have two tiny specs of them on my face, one under my eye and one near my mouth/nose.
It's normal but like, if that were me I would have gotten them removed, personally. If possible I mean maybe the person wanted to but for whatever reason it prevented them from doing so.
Some people have a lot of moles, some have a lot of freckles... It's genetic. It doesn't necessarily mean they have a skin condition like cancer.
It could be a melanoma, as others have stated, or it could be something else. They really need to go to a doctor.
I don't know, why don't YOU tell me if it's normal. Just to save you all the hard work and time of looking up "normal" in the dictionary, I'll supply it. In this case, "normal", biology; "free from any infection or other form of disease or malformation".

I probably have a cancerous mole on my arm. That would be lame if I died a slow death from said mole. This is how the world works sometimes.
