Is it normal to have...er... 'strange' neighbors?

Well, strange is it a bit of an understatement. I'm a twenty-two male, and I have neighbors who are a bit strange. It's probably none of my business but they're not really trying to hide it... Anyways the thing is that the neighbors are in their thirties and have five children. The eldest is a very rebellious teenager who constantly gets in brawls with his father, does drugs, hang out with a gang called 'Juggialos' or something of that sort. The twelve year old girl is the most normal of the bunch. She gets along with her parents, isn't shy and likes to hang out with my girlfriend when I'm at work. The other boys are pretty much the same as each other. They are a bit spoiled I guess, they constantly scream at their mother and father when they don't get their way, walk around naked on their property (Which is sorta disturbing seeing as I can see their property just fine) and sometimes they keep me up till 1 AM in the morning. The parents seem normal, and they are very nice to me and their daughter, so I don't understand what's wrong with the boys. Is that how all male teenagers and below act in today's society..?
