Is it normal to hate everyone that has no sense of justice

I live in a small town and one of my classmates smokes weed.He's the most idiotic person I ever seen,he offen gets into fights with random people,he thinks that being drunk and stoned is fun but he also enjoys beating up others,also he always talks about killing.I can't stand drugs,most of the guys in my class smokes that shit because of that fucking moron ,there's only few who hates that shit including me.I think Im going insane,because of that fucking idiot I can't live a normal life,he walks in and I just can't chat freely with everyone,also I can't stand my classmates getting addicted to that shit,they just turn in to dumbasses.Believe me they are not a humans now,there just a fuking junkies.I think Im' going insane,because there's some thoughts in my head,that goes against my ideals.I want world to be a place of ideal justice:eye for an eye,tooth for an tooth.I think that this rule is best way to stop a chaos.
