I'm an only child and I can be very lonely at times so I have always wanted a sister for as long as I could remember but unfortunately my parents are not too keen on making that idea a reality due to financial struggles.

My guess is that it sounds hot as a fantasy. I think/hope if you actually had a sister, you wouldn't be interested in her sexually. Fantasy and reality are quite different and fantasies can go to some kinky places.
The fact that you took it from fantasy to wanting to make it a reality makes it NOT normal. Even moreso because of the fact that you are willing to wait (or not) until she is old enough.

Okay, here's my take on this.
Any "Fantasy" like this (e.g. Incest, etc) is okay so long as it is a fantasy, and you don't have any intention of making it a reality.
I am willing to say that most people have one or more "fantasies" that they have never mentioned to their partners. Some people reading this probably have fantasies that they wouldn't even mention here, anonymously. This (as I see it) is normal, because they are FANTASIES.
The only time a fantasy is EVER a problem is if the intention is for it to become a reality. Then, you need to assess the fantasy and determine if it is "problematic". In your case, jacking off over the thought of having a younger sister as your personal sex slave isn't a problem, enjoy the fruits of your imagination.
However, if you DID have a little sister who was NOT an adult, ANY action on your part to make your fantasy a reality is TOTALLY WRONG. (Yes, even if she were an adult it would be illegal, but we've all done something illegal in our lives, and I figure 2 consenting adults (and provided conception is never an issue)...)
If work romance doesn't work imagine the break up situation here. JK but really that is some weird stuff. I'd say if you just like the fantasy while you umm yeah it's not too terribly weird but if you genuinely wish you had a sister so you could have sex with her that is very weird.
I am (un?)fortunate enough to have both a brother and a sister, so I don't have to wonder what it would be like. But I can imagine an only child wanting another sibling. I vote normal.
