So I'm a 20yr old guy and my Sister is getting married. Is it normal that I would expect a plus 1 for the wedding to bring my Girlfriend or whomever might by on the scene for me at the time?

He said "my girlfriend or whomever". That infers that he doesn't necessarily have a person in his life that can be construed as "the girlfriend". He may be just dating someone and they are not necessarily an official girlfriend yet. I bet conclusion jumping was your best sport in school. What's wrong with you?

Not necessarily, it depends on the wedding budget and the cost of the venue and meals or whatever
So yeah weddings are great to score but my sister is 4 years older and I'm the only person my age gonna be there so I just sorta expected to have a +1 thrown in?
Why don't you ask your sister? We can't control that. I would think that if your sister is aware that you are seeing someone, you would be bringing them to the wedding. So a +1 isn't required but assumed. However, weddings are a great place to score with women. Something about weddings really get their hormones pumping. Why not go stag and get the happy ending.
