Is it normal to date quite at 21yo and never had an intimate moment

I have this very cute girl, which i would like as my girlfriend! And I do know she likes me, but the 10+ times we dated we never had a moment of intimacy..! We kissed the 2nd date, and sometimes we did kiss! But never long, never tight against each other..
I am not a virgin anymore, i've been with multiple other girls.. but with this girl i seem to never have this intimate moment...
Is it typical for some girls that they are more afraid for these moments? Is she waiting for something? Is it normal that if we kiss longer then 10secs that she tries to stop the kissing..? Or is it just a matter of too few moments of me and her being with eachother without other people (most of the time we are with a group of people...)...
What shall/should i do? :D

    It also never hurts to question your kissing skills. She may be pulling away because she wants to go slow, or those types of feelings aren't that strong for her yet or she just seriously doesn't like the way you kiss. How about just asking her?

    Well thank you all for helping :) i have some nice tips now! And I will try them out :D hopefully it works and indeed that communicating, is for example this part of intimacy that i'm missing!! I so hope we can have this moment and talk with eachother..! Thank you all very much, greetings from me!

    Does she know your secrets? there was this guy once that I was attracted to but once I got to know him and found out about all the relationships he had, or all the girls he had hurt I decided against anything happening further between us but I kept him in my life bc he meant something to me...or she could just be waitin on you to make the first 'bigger' move or maybe she is protecting your feelings or someone else's (possibly a friend who wants a relationship with you), I am not sure but if you express your feelings to her and pursue her then you never know what she is feeling...I agree with LimeRush///COMMUNICATE:-)

    get her alone, and initiate it. She might be shy. but if all else fails: communicate

    just go for it.... maybe she just shy and she afraid that you dont want it. so try you and maybe she will go with it.
