Is it normal to cough up clots of blood?

I cough up blood mixed with phlegm on a regular basis. Sometimes it's little specks or thin streaks, other times it's gooey clots.
I've heard it means I could be seriously ill. I have a bad history with illness, and have numerous health problems. Is it normal, or am I at risk of *something*?

    If you drink a fair amount and end up coughing up blood, there's a high chance you may have liver damage. In which case, you should seek help asap.
