Is it normal to compliment random/acquaintance girls on their apperance?

Sometimes I will compliment a random or acquaintance girl, usually on her appearance, but I sometimes will branch out to personality, actions etc. Examples of compliments would be something like "Cute dress", "You look nice", "You have lovely hair, very pretty". I find a lot of things that I can admire about a lot of girls, and I want to let them know that I think they look nice. There are too many really cute and pretty girls that think that they're ugly. Is it normal to compliment random girls to acknowledge that they're pretty, or have a kind personality etc?

    Unless it's done very carefully and is directed at a woman who just happens to be in the right frame of mind, complementing random women is likely to cause problems. It's not something that's normal, so the assumption is likely to be that you're either socially inept or after something.

    Saying something complementary to someone you know is more likely to be received well, but only if the complement is clearly genuine and doesn't seem to have ulterior motives.

    My opinion on recieving compliments from strangers is generally good, but sometimes they freak me out, not because I think the people who compliment are creepy, I just have low self esteem and I feel like everyone's secretly mocking me behind my back (a mindset I developed after years of being bullied)

    I dont speak on behalf of every girl in the world, though.

    I say, of course its normal!!! Go out there and give out compliments left n right, make a girl's day. Its their fault for getting offended by a innocent, light hearted comment...
