In that case is better to use the stall...so you can take all your time with no problem

Nope, it's not polite. There was a fifty or sixty year old guy who'd spend forever at the urinal (I mean like 30 minutes at a time) and I was convinced he was checking me and other guys out. I finally got really bothered by it and called him out on it. Turns out he had prostate problems and could barely pee any more. That's why it was taking so long.
