Is it normal to bleach anus

My bestfriend came out of the bathroom the other day with a tub of jolen bleach. I seen he upper lip was still quite dark so i asked her where she was using it. she confided in me an told me her boyfriend asked her to bleach around her anus as his ex girlfriend had done this.
