Is it normal to be upset when a neighbor does nothing for their dog

I have a neighbor he has a beautiful Australian Shepard, he has her tied up all day every day, she barks at everything, I know it's for attention. Her coat is matted, her nails actually make noise on bare dirt. She paces and I have noted she has broken skin where her collar has rubbed it bare. I reported it to the city but I'm having a hard time thinking maybe it's none of my business and I should have just left this alone. The only time she gets attention is when she is given food or water. She's too far from my fence line to pet but when I try she whines and looks for ways to come to me. It makes me feel horrible. My neighbor is not a bad guy, I think he is just not a capable pet owner.

    I like that you can realize this difference. because just like some people shouldn't have kids, some shouldn't have pets either.

    I grew up with, among a dog and cats and occasional budgies, two read eared slider turtles. whenever I went to the beach I'd make sure to collect these tiny hermit crabs and bring them back to feed my turtles and I vividly remember how madly they'd swim in their aquarium when they knew what I was about to feed them. feeding them those crabs would make my day, but over time it made me sad. because I realized how cruel it is to keep aquatic animals, or any animal that needs to be caged, just so someone could fancy up their home or whatever. I'd still love to have pet turtles but I won't unless I could have a dedicated pool or some sort of outdoor artificial pond where they have tons of space and freedom

    Thank you all for the advice. The city animal shelter said that dogs that are treated this way usually get taken to the shelter and are very hard to socialize, and most end up getting euthanized. I can see she's suffering ( her name is Sadie by the way) but I also don't want to see her get euthanized for something that's not her fault. I'm at a loss of what to do. I came to a compromise, when I called the city I did not give the address after they said she could be put down, but I asked my neighbor if he could put her on a longer leash so I could pet her giver attention and treats.

    Seeing a dog like that is common in the town I live in. Some people are just plain stupid. They buy a pet, yet they don't do their research or give the pet the time of day. Then when the pet wanders off, gets stolen, or worse, hit by a car, they THEN they have the nerve to feel sad and act like the dog meant something to them. Unfortunately, there's really nothing you an do. In the past, I've tried calling the local SPCA on these negligent animal owners on my block and nothing was done about it. It always ended pretty badly for the dogs too.

    I have been plotting to steal my neighbour's dog for the past week now. He has a cockerspanial that he keeps locked up in a 2meter x 1.5meter cage all day, everyday. The dog can't even bark anymore; it's just some mumbling coughing sound instead of a bark sound.
    He only gives the dog food when the dog starts pushing his foodbowl over the cold concrete so that it makes an irritating sound.

    It won't help if I spoke to my neighbour because it would only make things worse..or I will hurt him.

    Can't call animal control because that would make things worse too.

    So I will steal that dog when the wind is loud enough at night.. and I will name it Mister PuddingPaws. And I will keep him safe and make him a bed and feed him fat and figure out where I can hide him.

        Na-uh! I am a total badass and I am full of rage and blood and farts and stuff.

    Until recently I had neighbours who mistreated their dog in a similar way. Glad they're gone, but feel kind of sorry for the dog, even though it drove me crazy with its barking.

    Without going into a rant, it is sadly more common then you'd like. Many people shouldn't have pets, or at least high maintenance animals but do and its so sad.

    I used to have neighbors like that, you just have to do what you can. And if it ever seems too bad then I would say call the spca in the case your worried about its health

      The only problem with that is that the RSPCA or regional equivalent might just go through the motions which could make things worse, I had a neighbour once with a beautiful border collie, they kept in in the garden on a leash tied to a stick all day never took it inside, never cut its nails, never provided shelter when it was raining, it'd just stand there in the rain all day, it got skinny from lack of food, horrible to see

      We phoned the RSPCA who basically gave them a verbal slap on the wrist, after that they treated the dog even worse and kept arguing with us, it got to the point where the RSPCA only started doing something once they were physically abusing the dog, which is something they never did before the RSPCA

      But, maybe they are just usless in my area

            But I've got to admit that doesn't sound like a way for them to actually take it seriously, and if people are heartless enough to treat a dog like that in the first place I'd have no worries making something like that up

    Go round shoot the dog, stick on BBQ invite neighbour over and serve him his dog problem solved he ate his dog your happy and he's dogless

    Why do some people keep pets? Its just awful, it breaks my heart. If you think there is a problem then you do right to report it. No beautiful animal should be mistreated.

    If the dog isn't getting groomed and is being rubbed raw by the collar, that sounds abusive to me. So sad to hear how little help the ASPCA can be sometimes.

    I'm so sad for this dog. You are totally normal for feeling upset about this. Call the ASPC or Humane Society and feel assured you're doing the right thing to report them!

    A lot of otherwise decent people think it's ok to treat their pets like this. My opinion is don't have a pet unless you want to spoil it. My father in law is a terrible pet owner he got rid of several dogs, the bird got eaten by a dog, and one dog literally disappeared! We think one of the step kids either killed it or sold it for drugs:(
