Is it normal to be this weight and height for my sisters age?

That's a normal height and weight. It's also normal for somebody who has recovered or is recovering from bulimia to still have body image issues. It could be a sign of relapse, but it may not be. Do your parents know about her eating disorder?
That's thin. She's tiny. Have you gotten her help ? Bulimia can have adverse psychological effects on some one suffering from it or some who who did in the past. It's important that you help her realize what a healthy body image is and that the social concepts of beauty are unrealistic and skewed.
Her BMI is 21.3, meaning right in the middle of the normal range.

No, my parents don't know. But I got her through it.... she still complains every day and now she is going on a new diet... she says she only wants to eat a few bites of every meal. And she only ate salad and a clementine yesterday. Today we had a lemonade and cookies sale in our yard today and she logged out on the cookies cause no one was buying... then I caught her throwing them all up and I ran up to her and hugged her. I just don't know what to do
