Is it normal to be refused refund?

1. you just reloaded your transport card
2. you lose card 30 minutes after that. (it went missing in the train)
3. you lodge a report at the station hub
4. you were told to go all the way to the office of that transport card thingy.
5. you request for termination of the card/ block so strangers won't use it.
6. you ask for refund of the money in that card.

apparently it's the type of cards that uses days instead of cash amount and transaction within the card is n/a. hence, 'no refund available'

is THAT normal?
is there rights to demand my good 100 bucks when the card is blocked and I HAVEN'T EVEN STARTED USING THE CARD?

    Well the samething happened to me and I had to pay for a new card and asked for the balance to be transferred when they did.

    However it could be different for you.

    I hate to say this, but this is probably one of the terms and conditions of purchasing the card. No refunds available for lost or stolen cards. It sucks, lawyers are always making companies write these things. Or as I like to call it, "the cover your ass language because of the fraudulent jerks."

    If there was a problem with the card I would understand a refund but if you simply lost it...then no. If I lost my phone I wouldn't expect a refund. I would just say "shit" and be more responsible next time.

    Depends what country you live in. I know that in the UK, the laws regarding this are really complicated. If there is a chance that you could still have the card, or could have sold it on to somebody else before it was blocked, I can understand not giving a refund. If they have done something illegal, there is probably somebody who you can talk to about it who will get the refund, but if they are behaving legally then you won't have a leg to stand on and you'd be best off giving up, and remember not to lose your card next time.
