Is it normal to be randomly asked to have sex?

Today at midday I was walking along the beach by myself as it was a nice day, as I was walking this man who must have been in his early 20's (I'm 19) approached me, first of all I thought he was going to ask me for directions, but he just said 'would you like to have sex with me' I was so shocked, he said it so seriously, I don't know who has the guts to go up to a stranger and say that, I just said no and walked off.

Is this normal?
