Shaving with hair clippers really short works fine and you won't get the itch and won't get shaving burn. If you leave a little showing (even an eighth of an inch or so), it also isn't as prickly so your partner won't complain. The itch comes from your hair growing back up through the skin. If you want to shave the section above your privates, shave down (with the grain) and don't press too hard. It won't be quite as smooth, but it will help with razor burn. I've found that one of those round battery operated body shavers works well for me after I've clipped down really short. I've also found that rubbing a little antibiotic ointment on the area helps.
As angel said you should trim. I dont think girls (or guys for you maybe, i dunno) dislike short trimmed hair...anyways they prefer that to a blemishy skin
Yes this is normal. The hair will often poke through the skin when it is growing back.
I would recommend trimming instead of shaving - unless you're working on a bikini-line area... in which case you may want to try hair removal creams or wax if shaving keeps hurting you.
Use a good quality, new razor every time with shaving gel for sensitive skin.
