Is it normal to be in love with your cousin?

I have a male cousin whom I met for the first time at a family reunion this summer, and when my mother introduced us he gazed into my eyes as if he could see deep within me. 1 week later we exchanged numbers and texted every other day sharing our likes and dislikes.He mentioned a movie he starred in offering to come over so we could watch it, but then decided not to come suddenly. I asked him what happened, and why didn't he alert me he wasn't coming, as well as not telling me he had a girlfriend. He made another date and time to come hang out with me, but didn't show up or call to say he wasn't coming.1 week had passed and I get a text asking me what's up? I stop responding to his text for several weeks and then we started texting again frequently. I told him how much I was attracted to him, and he said there's nothing wrong with my having feelings for him and, after we get to know each other more closely that will change, stating after all we're cousins and that's that.
