I find that a woman can be pretty attractive, but if she's wearing nice heels or cute flats, she becomes a lot more attractive.

I was friends with a woman years ago. The first time I went somewhere with her (just a friendly outing with others) she was wearing a skirt and heels I liked. We went out a few times platonically and she never wore those again. I know she liked me, and one time I kissed her but didn't feel sparks. We didn't really see each other after that. But now I think I should have asked her out on a real date and asked her to wear that skirt and heels again.

Even looking at pics of women online, I'm more attracted to a cute woman clothed wearing cute or sexy shoes than a scantily clad woman wearing unattractive shoes (or barefoot).

    Hi... A foot fetish, and more so, a HIGH HEEL fetish is perfectly normal... All my life, I've always had the latter.
    And for the past few eons, I have been a married crossdresser with a very supportive, understanding, accepting, knowledgeable, and helpful wife, who has taught me all the traits to emulate women, from presentation, to walking, standing, sitting, mannerisms, make up, hair, nails, etc, and I've an extensive wardrobe, INCLUDING 42 pair of HIGH HEELS, (and I do mean HIGH), and this for me is a lifestyle, and not a hobby, nor a passing fancy /whim.
    And my eyes automatically "fix" on a woman, and what exactly she's wearing in the way of footwear, so don't feel you are NOT normal in your thoughts / views..

    I'm sure she would have been more than impressed knowing she had a shoe criteria to meet in order to create a "spark" on your date... Fair enough to admire shoes, but letting it be the deciding attraction factor... That's ridiculous!

      How is that different than women who like guys to dress nicely (nicely being their criteria) ? Like it or not, clothing is a sexual cue and something that can used to attract others' attention.
