Is it normal to be annoyed about this?

Whenever I go to the park there's literally dog poop everywhere and one day I accidentally stepped on it when I was with a group picking up plastic because we were doing some project. I don't care if poop is natural but if there's a message to all the dog owners:

Dog owners pick your fucking shit up.

Like SERIOUSLY pick it up, no one wants to accidentally step on it.

I think it's worse when dog owners pick up the poops in those little plastic bags and then just leave the bag

  that's why i think its up to dog owners to pick it up and put it in the bins since there are dog poo bins in the parks near me.

I accidentally stepped in a pile of dog shit at Wal-Mart a couple of months or so ago. What is wrong with people that they can't even pick up after their pets, especially in a public place that they aren't supposed to be in the first place barring service dogs (and we all know at least half of the "service dogs" in grocery stores are not legitimate)?

Even in an outdoor setting like a park, I think it's a good thing to pick up after your dog since many people bring their dogs there and it's only a matter of time until the place is littered with dog shit and nobody can enjoy a walk anymore.
