Is it normal to ask out a girl you don't know well but like?

Would it be considered making a strong move if you asked out someone who you liked, but didn't know well. Friends tell me to not worry about rejection, as theres plenty of girls, but I tend to get tunnel vision on one occasionally. Is that a put off and should I get to know the person better? Is it normal to ask out a relatively unknown girl because of focusing on said girl?

    Why don't you try getting to know her?

    Ask her to lunch or the movies, or just say "hi" and start chatting?
