Talked and I've caught him staring at me but he always ignores me and we had to sit next to each other once but he made a ton of excuses not to to the teacher and I'm the only girl he won't talk to

Hes just shy and may like you. I talk to girls I have no interest in no problem but when it comes to someone I like, its much the same as you describe, I end up gutless!
My boyfriend of 3 years did the same thing for a whole year before we started dating. One night we went out after it hit the year mark of him staring and not speaking and I asked him to kiss me, and bam. He told me he loved me all that time and totally opened up. Just make a move, ask him out or something and see where it goes. He's probably just painfully shy and needs you to show interest first.
