Is it normal they call the police constantly

My neighbor is a nice older lady and her hubsand.They are starting to annoy me because they call the cops constantly for things like the cable company fixing our cable box,or a gardner at someones house.But a few days ago some one stole my bike and our lawn mower.The next day the neighbors told us there were 4 teenage boys in our yard last night and they might of robbed us,but they didnt call the police.I dont uderstand why this happens.Another time they had a person in pursuit of there dog arrested because they were in our front yard.We havent said any thing but the person that was arrested then came to OUR house and threatened US.i dont want to hurt our neighbors feelings but i dont like the police constantly being called when they arent needed and dont want to be threatened again.I dont know what to do.Is this normal?

    Iv`e had the misfortune to have people like this for for a landlord & landlady. They were just a sad, pathetic old couple looking for attention.

    Ugh! I have neighbors like that too. Real pains in the asses! Well, they used to call the cops a lot. One time the cops openly told us that they were getting annoyed at them for calling for pretty much things that the cops shouldn't have been needed for. Nonsensical stuff. The cops were on our side, haha! It was funny. And it wasn't just the cops they were calling, they had the ambulence over for ridiculous reasons too. I think the woman has a mental disorder.
